The nine elected positions held throughout Lane County will be elected on a special ballot in May 2023.
Campaigns are open for five open positions for Lane Community College and four open District Education Service positions.
Lane Community College
Position 6
Five of the seven positions for the Lane Community College Board of Education are on the 2023 ballot. Out of 5 open offices, two assistants will be employed.
Two candidates face off for CEO No. 6: Kevin Altucker, a former University of Oregon professor with 20 years of experience, and Bob Baldwin, who recently retired from LCC after 25 years as a purchasing coordinator and as part of a retirement plan. – faculty of time.
Baldwin also served for 15 years as president of the LCC employees union. On his campaign website, he said the LCC was facing a “financial crisis” and he wanted to work to fix it if elected.
Oltucker Focusing on students in his campaign, he said he wants to make access to LCC a priority, work with local partners to support students’ career paths and improve the overall student experience.
Both Altucker and Baldwin are LCC alumni.

Position 7
Two candidates are vying for the No. 7 CEO position: Lisa Fragala, a former elementary school teacher who is running for re-election, and Kyle Reallon, a credit analyst.
Reallon previously worked as a laboratory assistant. He attended Oregon Institute of Technology and Lane Air Force Academy.
Fragala was first appointed to the LCC board in October 2018 to fill a vacancy left by former board chair Tony McCown, who resigned. Fragala was elected in 2019. Her platform prioritizes student success, innovation and a drive to engage community partners. Fragala is an aluminum LCC.
Zone 2
Three candidates are running for director of District 2, which covers North Eugene.
Rich Cunningham, a retired insurance broker, is the deputy chairman of the Beit-Il District Board of Education, where he served for 12 years. He ran twice for the Oregon House of Representatives 14 times, losing to Rep. Julie Fahey in 2018 and 2020.
Nick Skelton partner and vice president of Marcus-Thompson Construction Inc. is in Springfield. Skelton graduated from the UO in 1995 with a degree in architecture.
Zach Mulholland works as a contractor for Beyond Toxics, a Eugene environmental nonprofit. Mulholland ran for the Oregon House of Representatives in 2022, but withdrew in March 2022.
Zone 5
Steve Mittal, who is running for re-election, is the only candidate to file for District 5 supervisor, which covers downtown Eugene, South Eugene and the Harlow neighborhood.
Mittal elected to the LCC Board for the first time in 2021. He is the founding director of the UO Office of Sustainability, which works to reduce the university’s environmental impact. In all, he has been on the UO faculty as an instructor and director for two decades.
Mittal also served as a commissioner of the Eugene Water and Power Board for eight years, from 2012 to 2020.
Region 1
Denise Diamond is the only candidate to file for the unexpired two-year term of director of Region 1, which represents the western Lane County portion of the college district. Holly Johnson, who currently holds the position, is no longer a resident of District 1 due to boundary changes approved during the 2022 redistricting process.
Diamond is a retired artist living in Florence. He taught English at the College of the Desert in Palm Desert, California. Diamond now creates art from natural elements found on the beach and is a member of the Eugene Saturday Market.
Lane Education Service District
All four positions are uncontested for the Lane Education Service District Board of Directors. All four candidates are the current president. Lane ESD provides services such as special education support, professional development, vocational and technical education, and legal resources to all school districts in Lane County.
Running for re-election to position 2 representing South Eugene Leslie Harris. Harris is a law professor at the UO, where he has been for many years. She is co-director of the Oregon Children’s Advocacy Project, which provides training and support to child advocates.
Nora Kent is running for re-election for position 4, which represents the northern and western areas of Lane County. Kent was elected to the Lane ESD board in 2019, losing the 2018 West Lane commissioner election. Kent has been in education for decades. He currently teaches GED test preparation classes at LCC, where he has been for 30 years.
Member of the board for many years Sherry Duerst-Higgins is running for re-election for District 5, which represents the eastern and southern parts of Lane County. Duerst-Higgins is a real estate broker in Cottage Grove.
Linda Hamilton He is nominated for position 7, which is a senior position. Hamilton was first elected in 2015 and previously served on the Eugene School District 4J Board of Directors. Hamilton is a corrections/parole counselor and probation officer for the Lane County Sheriff’s Office.
