MOSCOW (AP) – The Russian Defense Ministry says two volunteer soldiers opened fire on other soldiers at a Russian military training ground near Ukraine, killing 11 and wounding 15 others, before they were killed.

The ministry said in a statement that the shooting took place in the Belgorod region in southwestern Russia, which borders Ukraine. It said two volunteers from an unnamed former Soviet nation shot at other soldiers during the firing and were killed by return fire.

The ministry called the incident a terrorist attack.
